RFQ Specifications

  • Project Title: Supply, Delivery, Base Construction, and Installation of a 5,000L Back-up Water Tank System
  • Project Site: Medical Practice, Pretoria East, Gauteng
  • RFQ Reference: RFQ-2026-MED-WT01
  • Issue Date: 12 October 2026

1. Project Overview & Scope of Work

The objective of this RFQ is to appoint a qualified, registered, and insured plumbing contractor to supply, construct, and fully install a 5,000-litre backup municipal water storage tank system for a medical practice located in Pretoria East.

Because this installation serves a medical facility, strict adherence to hygiene, continuous supply reliability, water quality, and local municipal bylaws (City of Tshwane) is required.

Key Deliverables:

  • ✓Civil / Substructure: Full civil foundation/base construction (no existing concrete slab or suitable flooring exists at the designated location).
  • ✓Supply & Delivery: Supply and delivery of a high-density polyethylene (HDPE) 5,000L food-grade water tank and a high-efficiency automatic booster pump system.
  • ✓Plumbing & Tie-In: Full plumbing integration connected directly from the main building's existing municipal supply, incorporating proper backflow prevention, filtration, and bypass mechanisms.
  • ✓Electrical: Electrical hookup for the automatic booster pump system from the main distribution board.
  • ✓Testing & Commissioning: Pressure testing, disinfection/sanitisation, and client handover.

2. Technical Specifications

2.1 Civil & Base Preparation

  • Site Preparation: Excavation, leveling, and compaction of ground at the designated installation area to support a dynamic weight load of at least 5,500 kg.
  • Concrete Base:
  • Minimum 150 mm thick reinforced concrete slab (25 MPa).
  • High-tensile steel mesh reinforcement (e.g., Ref 193 mesh).
  • Base dimensions must exceed the tank diameter by at least 100 mm on all sides.
  • Must be perfectly level, smooth, free of sharp protrusions, and raised above surrounding ground level to prevent water pooling.

2.2 Water Storage Tank

  • Capacity: 5,000 Litres vertical water storage tank.
  • Material: 100% Virgin Food-Grade Polyethylene (UV-stabilised, dark inner lining to prevent algae growth).
  • Compliance: SANS 1731 compliant (or equivalent ISO standard).
  • Color: Standard green/beige or client-approved color matching the property exterior.
  • Inclusions: Secure screw-top lid, leaf strainer screen, 50 mm bottom outlet, and top overflow outlet routed away from the foundation base.

2.3 Pump & Pressure Control System

  • Booster Pump: High-efficiency self-priming booster pump (minimum 0.75 kW to 1.1 kW) rated to ensure consistent water pressure to medical fixtures.
  • Controller: Electronic automatic pressure flow switch (digital pressure controller) with dry-run protection to turn off automatically if the tank runs dry.
  • Acoustics/Protection: Weatherproof pump cover box to protect the unit from elements and attenuate noise for medical patients.

2.4 Plumbing, Filtration & Connections

  • Piping: Heavy-duty Class 16 HDPE or Class 12 PVC/Copper piping from the main building supply to the tank base.
  • Tie-In & Bypass Loop: 3-way manual bypass valve arrangement allowing seamless switching between direct municipal water feed and tank-boosted feed during maintenance.
  • Backflow Prevention: Double check valve or vacuum breaker installed at the main connection to prevent cross-contamination into the municipal grid.
  • Filtration System: Minimum 2-stage filtration system:
  • Sediment filter (20 micron) to capture particulates.
  • Carbon block/sediment filter (5 micron) to ensure clean, odor-free water suitable for medical facility standards.
  • Isolation Valves: Full-bore brass ball valves on tank inlet, outlet, and bypass lines for easy maintenance.

3. Mandatory Compliance & Submission Requirements

To ensure safety and quality standards, bidding contractors must meet the following criteria and attach documentation to their submission:

  • Professional Registration: Active registration with at least one recognised industry body (PIRB, IOPSA, CIDB, or Master Builders Association).
  • Insurance: Valid Public Liability Insurance (minimum R2,000,000 cover recommended).
  • Workmanship Guarantee: Minimum 12-month guarantee on installation workmanship.
